Social Inclusion and Empowerment of Roma in Oltenia – PN 1018


General Objective

The general objective of the project consists in increasing the degree of social inclusion and empowering the Roma by implementing integrated and oriented measures towards the needs of marginalized communities in the localities of Vaideeni (Vâlcea), Polovragi (Gorj), Vânjuleț (Mehedinți), Voineasa (Olt) and Catane (Dolj ).

Specific Objectives

Increasing access and quality of services for 950 people of Roma ethnicity from the localities of Vaideeni (Vâlcea), Catane (Dolj), Voineasa (Olt), Polovragi (Gorj) and Vânjuletă (Mehedinți) who are in situations of vulnerability, risk or face various forms of social exclusion through integrated measures offered in the fields of social assistance, education, employment, health and housing for 20 months.

Increasing the capacity of 75 specialists and volunteers from the fields of education, health, employment to work with people of Roma ethnicity in the localities of Vaideeni (Vâlcea), Catane (Dolj), Voineasa (Olt), Polovragi (Gorj) and Vânjulet (Mehedinți) through a professional training program (social mediator course) and mentoring (realization of intervention plans) for a duration of 5 months.

Increasing the capacity of members of the Roma community to mobilize to act jointly to solve the problems they face through a community facilitation process implemented at the level of the 5 localities targeted by the project (Vaideeni, Polovragi, Catane, Voineasa and Vânjulet) during of 16 months.

Target group

950 people and/or families of Roma ethnicity (children, young people, adults) in situations of vulnerability, risk or facing various forms of socio-economic exclusion.

75 Specialists/volunteers from the fields of education, health, employment, social services, public administration, the NGO sector, etc. involved in providing services to the Roma

950 Roma people (adults, youth or children), especially Roma women and young women, with low levels of awareness of rights and participation in community life.

50 Roma experts and leaders - who work on their own or within non-governmental organizations, action groups, community groups, public authorities and institutions, trade unions, school or student associations, political parties, youth associations or other forms of association, persons in formal or informal leadership positions in relation to Roma persons and/or families in vulnerable situations

10 Professionals, members of the majority community - who are active on their own or within non-governmental organizations, action groups, community groups, public authorities and institutions, trade unions, school or student associations, political parties, youth associations or other forms of association, people in formal or informal leadership positions in relation to Roma people and/or families in vulnerable situations.


The project benefits from a grant in the amount of €710,261 provided by Iceland, Liechtenstein and Norway through the EEA Grants within the Local Development Program. The objective of the project is to increase the degree of social inclusion and the empowerment of Roma by implementing integrated measures and oriented towards the needs of marginalized communities in the localities of Vaideeni (Vâlcea), Polovragi (Gorj), Vânjulet (Mehedinți), Voineasa (Olt) and Catane (Dolj). .
